Filling: Brown the ground meat, onions and spices in a pan. Lastly, add the finely chopped parsley. Leave mixture to cool.
Dough: Wet the bulgur with warm water. Add ground meat, eggs, flour and salt to the softened bulgur and knead the mixture. Thinly spread the dough, fill with the cooked ground meat mixture, and form into a ball. The meatball may either be tied with cheese cloth and boiled or fried in oil.
